The rising importance of fiscal transparency, as part of budgetary institutions, is directly linked to solve a problem of governance in public finance: “The insight that institutions matter for choices and outcomes is the basis for the increased focus during the past two decades on principles of good governance, of which transparency of government is a prominent part”(Alt, Lassen & Rose, 2006); Fiscal transparency is considered as part of institutional arrangements that “can play a role in helping contain the widely observed penchant of policymakers for excessive deficits” (Debrun & Kumar, 2007, p.479).
